Caspian Energy (CE): Latvia has been a leader in e-government services. What recent advancements in digital public services are you most excited about?
Raimonds Čudars, Minister of Smart Administration and Regional Development of Latvia: I’m particularly excited that in Latvia today, many of the most important life-event and high-demand public services are fully digital by default. For example, residents can declare or change their place of residence entirely online, apply for maintenance allowance, or submit an application for the inheritance of capital accumulated in the second pension pillar without visiting any institution in person. People can also conveniently check and pay administrative penalties, apply for sickness, unemployment, maternity, paternity, and childbirth allowances, and pay real estate tax through digital channels. These are services that citizens use frequently and at critical moments in their lives, so making them seamless, secure, and accessible online has a real and tangible impact. And the list of fully digital services continues to grow.
Today, Latvia stands out in the European context for its high level of digital public services. The availability of digital public services reaches 93.5% for residents and 96.3% for businesses, both exceeding the EU average. In the area of eHealth, service availability in Latvia is 85.9%, compared to the EU average of 82.7%.
According to the European Commission’s 2025 eGovernment Benchmark assessment, Latvia demonstrates strong progress in the development of digital public services, scoring 84.5 out of 100, well above the EU average of 74.5 points. This includes 100% availability of services adapted for mobile devices, 97.4% availability of public services online, and 94.4% use of reliable eID solutions. These indicators reflect not only accessibility and convenience, but also a strong focus on security, cross-border service delivery, and effective cooperation within the European Union.
