Relations between Azerbaijan and the Maldives today represent an example of a dynamic partnership focused on such key challenges as tourism development, the fight against climate change, the expansion of mutual investments, and the strengthening of the treaty-legal framework. These strategic directions were the subject of a deep and constructive dialogue held by the President of Azerbaijan, Ilham Aliyev, and the President of the Republic of Maldives, Mohamed Muizzu, on September 1 in Tianjin, China. A significant milestone in this rapprochement was the visit of the Maldivian leader to Baku for COP29, the success of which once again confirmed Azerbaijan’s role as a global moderator of the climate agenda.
New horizons of cooperation
Today, the interaction between the two countries is taking on very concrete forms. The Maldives is an island nation in South Asia, located on a group of atolls washed by the Indian Ocean. The unique geography of the country — with a total of 1,192 islands, of which 187 are inhabited—dictates a special agenda for sustainable development that resonates with Azerbaijan’s goals.
The establishment of regular direct air links between Baku and Malé has become a key driver of this partnership, transforming the Maldives from a distant destination into a close and accessible partner. Azerbaijan, which is becoming a powerful transport and energy hub for Eurasia, finds a vital like-minded partner in the Maldives on the international stage. Particular potential lies in the sphere of ecological tourism: the rich experience of the Maldives in creating an island hospitality industry and the large-scale infrastructural capabilities of Azerbaijan form an ideal base for joint projects. The figures speak for themselves: today, it is the tourism sector that brings the Republic of Maldives its main income (28% of GDP), annually attracting more than 1.3 million travelers to the islands.
Innovations and a «Green» Future
Collaboration in the field of digitalization and «smart technologies» inspires particular optimism. Advanced Azerbaijani developments in the field of public service delivery, particularly in digital governance, and Maldivian initiatives to save oceanic ecosystems can grow into a unique intellectual alliance. Given the Maldives’ status as the world’s foremost «coral» state, its practical experience in preserving a fragile natural balance is of immense value to the entire global community. This partnership clearly proves that when countries are united by common values and a sincere desire for progress, thousands of kilometers are no longer an obstacle.
The Cultural Code of Friendship
But the foundation of any successful project is, above all, people, mutual respect for traditions, and spiritual closeness. A crucial practical step in this direction was the entry into force of the agreement on the mutual exemption of visa requirements, which has opened the borders for citizens of both countries. The growing interest of Azerbaijani tourists in the unique nature of the Maldives and the traditionally warm hospitality of the Caucasus with which delegations from Malé are received in Baku create that very atmosphere of trust without which a long-term partnership is impossible to imagine.
This positive vector of development opens a completely new chapter in relations between the South Caucasus and the Indian Ocean — a chapter dedicated to mutual prosperity and security. The leader of the Republic of Maldives himself speaks about the details of this multifaceted cooperation, his personal impressions, and plans for the future in our exclusive material.
