SOCAR-Dalgidj LLC – Oceaneering Alliance committed to expanding its geography of operations

The ongoing implementation of the Contract of the Century in Azerbaijan, PSA extension for the Azeri-Chirag-Gunashli (ACG) block, and a demand in modern technologies, are developing the market of oil and gas operations in the Caspian. SOCAR-Dalgidj LLC – Oceaneering Alliance is one of the active players in the upstream sector of offshore development operations.

Today, the Alliance is an international subsea services provider with a diverse ROV, diving, survey, emergency rescue, pipeline repair, decommissioning and well abandonment capabilities.

SOCAR-Dalgidj LLC – Oceaneering Alliance operates from a modern onshore support base compliant with international standards of ISO 9001, 14001 and OHSAS 18001. Dedicated office building, modern Training and Learning Center, test pool, warehouses and hangars, state-of-the-art equipment and the key success component – professional team – all these are in entire possession of the Alliance.

Caspian Energy (CE): Mr. Ibrahimov, what is the history behind SOCAR-Dalgidj LLC?

Agalar Ibrahimov, General Manager, SOCAR-Dalgidj LLC: SOCAR-Dalgidj LLC, among other companies, owes its establishment to the foresighted policy of the National Leader Heydar Aliyev, which enabled a rapid development of local Oil&Gas industry by signing the Contract of the Century, and to the close focus of National Leader’s successor, President Ilham Aliyev, on all sectors of Azerbaijan’s economy.

Dalgidj LLC, a private company providing subsea services for over 20 years, has eventually evolved into a partnership with SOCAR, a driving force of Azerbaijan industry, one of the 50 largest oil and gas companies in the world, with representations in 11 countries of Europe and Asia.  Establishment of a Joint Venture by these companies in September 2015, was a logical conclusion of an elevating demand for high standard Air Diving and Remotely Operated Vehicle (ROV) services in the Caspian market.

The results of our long-term efforts are clearly visible from our achievements. The Company services are certified by major institutions, such as SMAAR, ABS, DNV, RMRS. SOCAR-Dalgidj LLC is a member of the Diving and ROV Divisions of the International Marine Contractors Association (IMCA).

Setting up an Alliance with Oceaneering, a Company, widely acknowledged as one of the giants of the global subsea services market, was the next important milestone achieved by SOCAR-Dalgidj LLC. The Alliance gave a huge incentive to SOCAR-Dalgidj LLC to further improve the quality of the delivered services and significantly diversify them. As an outcome,  each member of the Alliance has enriched and strengthened the trilateral union with their experience and opened new horizons for further development.

CE: Mr. Roberts, how does Oceaneering, a company with successful records worldwide, finds the business environment in Azerbaijan? What are your goals and expectations in the cooperation with SOCAR-Dalgidj LLC?

Harold Roberts, General Manager, Oceaneering: For Oceaneering, 20 years of success history in Azerbaijan is the best indicator of local business environment. Despite challenging economic situation in the world’s Oil & Gas industry, which could not bypass Azerbaijan, as one of the important players on the international market, Oceaneering not only retained its presence in the region, but reconfirmed its commitment by acquiring 60% shares in Dalgidj LLC in summer 2017. This acquisition stimulates our closer focus on Alliance’s growth.

SOCAR-Dalgidj LLC – Oceaneering Alliance, over the two years of its establishment, has been involved in numerous projects for BP, Total, ACSC, CMS, Laser Gulf, Saipem, Caspian Shipyard Company.

Our  current  goal is to fully benefit from our capabilities, further diversify our services, expand our geography and put our signatures under new international projects. For that end, we actively compete in tenders not only in Azerbaijan, but also in Russia, Kazakhstan, Turkmenistan, Turkey, Georgia, and other countries, and we strongly believe in our success.

CE: What is the role of SOCAR-Dalgidj LLC – Oceaneering Alliance in the development of the oil and gas sector in our country?

Rustam Rakhmatulin, General Manager, SOCAR-Dalgidj LLC – Oceaneering Alliance: Since its independence, Azerbaijan has reached new horizons in all spheres of life.  Naturally, the first country in the world history to start oil and gas exploration, was also predestined to turn its subsea operations into a significant area of development. SOCAR-Dalgidj LLC – Oceaneering Alliance’s creation, closely linked to the history of Azerbaijan’s independence, with a team of specialists, unlimited technical capabilities and the most state-of-the-art equipment, could have hardly been feasible without the rapid growth of Azerbaijan, in general, and it’s oil and gas industry, in particular. We see our mission in contributing, within our area of expertise, to sustainable development of all economy sectors of Azerbaijan, achieved under the wise leadership of our President Ilham Aliyev.

SOCAR-Dalgidj LLC – Oceaneering Alliance is involved in virtually all subsea construction and installation activities, operation of marine facilities, platforms, subsea communication systems, securing safety of oil and gas fields. Subsea assets’ inspection, maintenance and repair services, construction, installation and drill support, metrology, rapid response to emergency situations – to name a few, SOCAR-Dalgidj LLC – Oceaneering Alliance is ready to undertake the most crucial and complex works.

Though the Alliance takes pride in owning the state-of-the-art equipment, intelligent and hardworking people need to be there to manage it. I can say with full confidence, that Alliance’s most valuable asset is our staff. This is being achieved through personnel regular enrolment in training courses in UK, South Africa, Singapore and Malaysia, as well as continuous trainings in a purpose-built in-house Training Center and test pool.  This allows simulation of offshore working conditions within the base facilities and provision of training for diving and ROV personnel. Such approach ensures that offshore works are performed in safe, time efficient and high quality manner. As a result, today hundred percent of SOCAR-Dalgidj LLC involvement in the Alliance is with local resources.
