During recent years, the State Oil Company of Azerbaijan (SOCAR) has given preference to usage of modern, special, technical and transport facilities applied when drilling, conducting workover and reconditioning of oil wells, performing oil industry-related construction and repair work, as well as for comfortable and safe delivery of both cargoes and workers to production sites.
Through 2014 and the first quarter of 2015, deducted from the Department’s balance was a specialized equipment such as LPT-8, UPT-32, UPT 1-50, Azinmaş 43P, all stored at a tractor base, Azinmaş 37, UP-50, UP-60, UP-60/80, etc., which used to be operated since the soviet period, did not meet modern requirements and caused high regular maintenance expenditures. Instead, new special-purpose transport facilities were purchased and put in operation, including tractors and modern specialized equipment Liebherr WR624, XT12E, TJ12A, TJ12/50B-1, TJ12/60B, TJ12/65B-4, SZQ 350-17, SZQ 600-21, etc. Their short operational characteristic can be briefly described as follows: tracked lifting device Liebherr WR624 –maximum pulling power 6 tonnes, well servicing depth 3,000m; TJ12/50B-1 tower hoist – load carrying capacity 50 tonnes (maximum 70 tonnes), maintenance work depth 3,500m; TJ12/60B tower hoist – load carrying capacity 60 tonnes (maximum 90 tonnes), maintenance work depth 4,000m; TJ12/65B-4 tower fixed hoisting-boring unit - capital repair depth 3,200m; XT12E tracked lifting device - maximum pulling power 12 tonnes, well workover depth 4,000m; TJ12A wheeled lifting unit – maximum pulling power 12 tonnes, well workover depth 3,500m; SGJ600-30 fixed cementing aggregate with a maximum pressure of 100 MPA; SGJ350-17 stationary cementing aggregate with a maximum pressure of 40 МРа; ND - 9/101stationary compressor station.
To ensure comfortable and safe transportation of cargoes and workers to production sites, SOCAR Transport Department has purchased and put in operation new transport vehicles, including 28 busses and 31 trucks (2 semitrailers) meeting modern requirements.
To enhance performance figures of modern transport facilities, the advanced and sophisticated technologies are used when producing components and aggregates. Therefore, the Transport Department lays particular emphasis on technical production and uses the most advanced diagnostic and repair equipment as well as employs high-skilled engineers. In this way, the Transport Department conducts repair of engines at a factory level. The following equipment is used when repairing these engines: Berco RTM-270 Crankshaft Grinder, Boring machine AC650 for cylinder and cylinder liner, Cotec RP 1300 cylinder head and block resurfacer, Cotec LEV 250 cylinder honing machine, all manufactured in Italy. These devices help to remove the remained cuttings off the working surface of the engine accurate to 3-6 quality class, which is one of the highest standards in machine building field.
SOCAR Transport Department has introduced Arvento GPS tracking system which ensures rational operation of special technical facilities and transport vehicles, their precise positioning through a digital map, full control of no-load engine running and work-time control, optimum fuel consumption by preventing increase of allowable and instantaneous speed, observance of traffic rules by drivers, prevention of over-speeding at limiting points, increasing control over the cases of straying off the routes. As a result of restructuring carried out within SOCAR, the control over a number of structures was ceded to the Transport Department. Thus, the number of employees of the Department increased, which also implied solution of social short-comings occurring in these structures.
A number of necessary measures were undertaken within structural subdivisions of the Transport Department at the expense of own resources. In particular, there are 5 canteens, renovated and supplied with necessary facilities, serving warm food and operating at office buildings of structural subdivisions of the Department.
The Transport Department has undertaken all necessary measures to sign property use agreements with physical and legal entities which are ready to provide food service in the mentioned canteens on basis of the corresponding document.
Despite a short-term operation, issues concerning the arrangement of workers’ recreation are under the focus of attention of the management team of the Transport Department. Based on the requests of workers, the trade-union committee of the Department arranged individual short-term holiday in different recreation centers, spa treatment as well as arranged holidays at Rixos Naftalan, Guneshli, Absheron sanatoriums, Makan recreation zone and AFF Hotel.
According to the items of the Provision about material aid to SOCAR employees, the Transport Department has lent a material aid both to its employees and workers of subordinate structural subdivisions.
According to the decision of the Department management team, the division of social policy has been assigned to consider workers’ social problems whereupon requests are submitted to SOCAR in order to address problems of workers. Together with designated employees of the department of support services vehicles, the division of social development of the Transport Department considered social-living conditions of all workers of motor transport and specialized equipment, operating both onshore and offshore, and took a number of necessary measures in order to remove revealed short-comings.
In this way, as a result of structural transformation carried out within SOCAR, a control over a number of enterprises, sections and workshops, which used to be under supervision of other businesses of SOCAR, were ceded to the Transport Department. Later a new department of support services vehicles was created. An indoor space and shower rooms underwent renovation at sections, workshops and repair-shops of this department. Break rooms supplied with all needed equipment and household appliances are available as well. Combi systems are operating at some sections.
Three new accommodation wagons have been purchased in order to improve living conditions of transport workers offshore. Three more accommodation wagons were equipped with necessary equipment at the expense of own funds of the Department. Meanwhile, the Transport Department’s administrative staff and employees working for subordinate structural subdivisions are supplied with qualitative drinking water.
A bus for delivery of employees of the Transport Department to work and back has been allocated in order to fulfill activities provided by the program on social development.
To improve social-living and labor conditions of workers and bring them to conformity with the requirements of the legislation, in December 2014, the Transport Department of SOCAR and the trade union committee signed a labor contract for 2014-2016. According to the contract, there are a number of obligations to be fulfilled in order to improve social conditions of employees.
