Caspian Energy (CE): Mr. Veliyev, could you remind which telecommunication projects were implemented by Delta Teleсom in 2014? 

Ramazan Veliyev, General Director, Delta Telecom LTD: Delta Telecom LTD has for 15 years been a leader in the field of telecommunications of Azerbaijan. Starting as a satellite communication operator, Delta Telecom began in following years expanding its activity in compliance with the requirements of the telecommunication market. Delta Telecom, as the biggest communications provider, owns the largest internet-highway of Trans-Caucasia. It is noteworthy that not only all providers of Azerbaijan but also ISP of such countries as Georgia, Iran and Iraq use services of sustainable and qualitative internet-highway. International transit channels crossing Russia and Georgia raised the highway reliability index to 99.99%. It means that transmission interruptions totaled only a few minutes a year. 

Geographic redundancy and exchange of internet traffic with alternative operators is carried out in order to increase quality through points of connection to international TIER-1 level providers (Telia Sonera, Level3, NTT, CWW/Vodafone, Telecom İtaly, etc) as well as to large European points of enternet-traffic exchange such as London Internet Exchange (LINX) and Deutsch Internet Exchange (DE-CIX). 

The speed of connection to internet-highways increased up to 300 Gb/s in 2014. To increase reliability of the highway operation, in 2014 Delta Telecom completed connection to an additional point “Telepoint”, one of the largest international collocation centers located in Sofia (Bulgaria). As a result, along with connections in the city of Frankfurt Delta Telecom completed connection to TIER-1 level internet-providers in the collocation center of Sofia. It in its turn means uninterrupted use of international internet-resources by Azerbaijan. 

Apart from this, a service of renting virtual servers for our users preferring virtual resources was created in 2014. A Company or a physical individual can rent servers both with minimum parameters and high ones. Together with the virtual servers, we have also improved the hosting service. The updated control panel facilitates the work of users. The second information warehouse was also built in 2014. Permanent archiving of clients’ important information has been arranged. Besides, a service on placement of physical servers of clients in the data-center is provided as well. Clients are able to freely place their equipment in the data-center. They are also offered a service for protection of information and equipment from various DdoS and cyber-attacks. 

CE: What work is carried out for expanding the client base? 

Ramazan Veliyev: Delta Telecom is working on the improvement of quality of services it provides as well as on bringing of service prices to maximum conformity with the international level. Our major principle is to provide high level services all the time. As the result, through 2014 the company managed to reduce service fee for internet-providers and clients by 8-30%. 

CE: What role does Delta Teleсom play in development of ICT in Azerbaijan? 

Ramazan Veliyev: Delta Teleсom plays an important role in development of ICT sector of Azerbaijan. In particular, all the regions of Azerbaijan have so far been covered with the networks of the world’s leading IPMPLS and DWDM technologies belonging to Delta Telecom. Carriers with a 100 Gb capacity are broadly used in DWDM and IP-MPLS networks. The capacity of the lines of the redundant IP-MPLS network has been increased up to 300 Gb/s in the direction of Russia, Georgia and Iran. For now the carrying capacity of the network between Russia and Iran has been increased up to 700 Gb/s, by using DWDM technologies, within the framework of EPEG project. I would like to note that these indicators considerably exceed figures not only inside of the country but also those of the neighbor countries and states of Europe. This trend is planned to be maintained in future as well. The network has broad potential for meeting all network requirements of mobile operators, internet-highway and Data/Voice traffic within Azerbaijan. The management team of the company constanly works on upgrading of the technical  equipment applied in the network. As the result, the DWDM network has been equipped with the most advanced technology and nowadays possesses the broadest transit capacity. It is the DWDM network Delta Telecom used (together with partners) to worldwide broadcast the EUROVISION-2012 song contest that Azerbaijan hosted. The data center meeting world standards is the following achievement of Delta Telecom. Data-center infrastructure, covering a broad area, has been built in order to promote development of CDN technologies. The infrastructure is designed for placement of regional content resources. This platform contains mirror content resources of the largest search system “Google and its Youtube video portal which is a part of it. Apart from this, an agreement has been reached for placing CDN-servers Level3 and Akamai in the data-center. The capacity of the data-center is rather big. Important work on transfer of the web-content of local Azerbaijani sites from foreign hosting-centers is carried out as well. Almost half of the national resources has been transferred. Besides, a work on creation of new resources is carried out too. The data-center has been equipped with the standby electricity supply, cooling system, and internet connection for 24 hours a day. The security of the data center is under permanent surveillance of cameras. Meanwhile, the system is under constant control of specialists. Owing to the business atmosphere established by the government of the republic and selfless labor of the professional team and management of Delta Telecom, the process of introduction of the most advanced technologies in constantly changing telecommunications and information is continued in Azerbaijan.
