Caspian Energy (CE): How do you evaluate results of introduction of the third energy package in the EU and what further steps shall Europe undertake for ensuring its full energy security?
Jaroslav Neverovich, Minister of Energy of the Lithuanian Republic: Third Energy package is one of the elements, necessary for introducing all solutions aimed at diversification of supplies and maximal liberalization of the energy market of the European Union. It is the only option captured in the legislation and enabling all present and potential market participants to join independent operator distributing electricity and gas. As far as the gas market is concerned, we have a clear problem since 100% of gas is flowing from one direction. It does not yield an efficient result and does not meet the interests of our industry, economy and consumers when the monopoly supplier determines the highest price for energy resources in the EU. We decided to diversify our gas sector, build interconnectors with other countries and a terminal of liquefied gas. It guarantees the price level. So. we know that if our main supplier decides to raise the price, it will not be higher than the price for liquefied gas at world markets. We need an independent gas distribution system operator in order to have this system worked. In this aspect, it is the third energy package that helps to reach this goal. It has been agreed with the European Union and is a part of the policy of the EU. Now we also see an opportunity for finding together with our partners from Gazprom a scenario that will help us to work on mutually beneficial conditions when implementing projects which will be beneficial for both sides.
