Outcomes of VII Astana Economic Forum  “Risk management in the era of changes in the format of G-Global” and II World  Anti-Crisis Conference

The plenary session attended by Nursultan Nazarbayev was held on May 23: The President welcomed the Forum participants and emphasized importance of the event for the world community. “Our forum has turned from a regional discussion platform into a milestone event in the international economic life. Proposals and ideas of the forum were presented within the framework of participation of Kazakhstan in the G20 Summit in September 2013. G-Global virtual platform bringing together more than 4 million Internet users from 150 countries of the world has been operating successfully. This year’s forum gathered together nearly 10,000 delegates from 150 countries. The II World Anti-Crisis Conference was held under support of the United Nations Organization. The agenda of the forum is quite ambitious. I would like to thank all participants for showing great respect for Kazakhstan and coming here. I wish all of you fruitful work at the forum”, stated Nursultan Nazarbayev. 

The Dialogue of Leaders. The World Anti-Crisis plan (WAP) concept was approved on May 22. On the eve of the ceremony of approval of the WAP concept, a dialogue of leaders who discussed prospects of international cooperation in the multipolar world had been held within the framework of II World Anti-Crisis Conference. Addressing the event, Prime Minister of Kazakhstan Karim Massimov said: “From the standpoint of the East the world is developing cyclically. In particular, considering the Chinese point of view, we are living in a different cycle in present 2014. The following 30-year cycle is completely different from what we saw 30 years ago. And whether we like it or not we are living in the quite new world right now. And some of the rules which were widely accepted in the global world in 2013 do not work in 2014. 

The former Prime Minister of the United Kingdom of Great Britain and Northern Ireland Tony Blair agreed with the opinion of the Head of the Government of RoK that the world is transforming rapidly in terms of geopolitics. “But the global governance institutions such as the UN, the UN Security Council must change as well along with the transforming world”, said the politician.  “They have to become more efficient and capable to address the major challenges”. 

Chairman of the 67th session of the UN General Assembly Vuk Jeremic compared the current situation in the world with the times of World War II, which in his opinion began as a result of globalization. 

Issues concerning reduction of poverty, political instability in Ukraine, which affects the general economy of Europe, as well as the role of the Middle East in the multipolar world were also discussed at the session. The dialogue resulted in an approval of the concept of the World Anti-Crisis Plan for the UN member states.

International innovation and investment exhibition “Kazakhstan Investment EXPO – 2014”: In the future, the exhibition will become an annual platform for presenting national investment projects in Kazakhstan to the international community, demonstrating programs and priorities of the Second Five-Year plan of the SPAIID Kazakhstan, improving the investment climate, attracting foreign direct investments, transferring modern technologies and signing agreements, contracts and memoranda.

Global Risk Expo is a premier international event of the AEF in B2G (Business to Government) format, aimed at integrating cooperation of executive power and the international and domestic business - structures for the formation of the decisions and recommendations of international scale.

V International Investment Forum “Astana Invest 2014”. Prime Minister Karim Massimov: “Our efforts to create an attractive environment have also been recognized by the World Bank. According to world standards we are in a good competitive position on protection of investments. $ 160 billion was invested in Kazakhstan’s economy over the past five years. At the same time, the most favorable conditions for investment were created in Astana, Kazakhstan’s capital. There is an integrated approach to support investors at the national and regional levels. 11 memoranda to the amount of 500 million dollars are to be signed” within the framework of “Astana Invest 2014”.

The II World Anti-Crisis Conference “Regaining Confidence in Global Finance System. Breaking the cycle of Financial Crisis”: Deputy Prime Minister of the Republic of Kazakhstan, Bakhyt Sultanov: “G-Global international project initiated by the President of the Republic of Kazakhstan, Nursultan Nazarbayev in December 2011, and proposed on the G-20 Summit in St. Petersburg, is able to create the fundamental basis for a balanced and comprehensive dialogue”.

Business Congress of the Business Dialogue CES «On the way to the Eurasian Economic Union». Creation of the Eurasian Economic Union will lead to competition not only in business, but also in administrative systems. The foreign trade between the countries of the Customs Union grew by 80% over the past 4 years. Industrial production in Kazakhstan and Russia increased by 2 times and by 4 times in Belarus.

The panel session “Public perception of the Eurasian integration”. Director of the Integration Research Center of the EDB Vladimir Pereboev stated: “According to the results of poll held among residents of the 12 CIS countries for taking public opinion on various aspects of the Eurasian integration and cooperation in the dynamics, the share of citizens who support the prospects of creation of EAEC is high in Russia, Belarus and Kazakhstan”.

Special Session “EXPO- 2017: preparation of infrastructure in Astana”. Official recognition of the “Expo-2017” in Astana and the transfer of the official flag of the BIE to Kazakhstan will be held at the 155th General Assembly of the International Exhibitions Bureau. After that Kazakhstan will send the world community countries invitations to participate in the “Expo -2017”.                                                                                         

International Forum of Women “G-Global: The role of women in new economies”: The creation of the Eurasian Economic Union will promote the development of the women’s entrepreneurship. Chair of the Union of women-entrepreneurs of Kazakhstan, Meruert Kazbekova: “Nowadays, 70% of women focus on the small business, so our main task in the Eurasian Community is to develop SME. Creation of the new integration union will provide businesswomen of Kazakhstan big opportunities for searching new partners and additional market. It is very important”. 

The panel session “Transformation for prosperity - 50 years of succession and change”:    Within the framework of the UN Conference on Trade and Development - UNCTAD that is celebrating the 50th anniversary this year, the meeting participants outlined the further development of the organization, announced the world’s major economic trends and made suggestions to improve prospects. In particular, discussed were global trends that have changed the world of economics throughout a 50 year activity of the organization. “As we celebrate the golden anniversary and enter a new golden age of UNCTAD, we talk about continuation of the struggle against poverty and provision of the equality around the world. UNCTAD carries hopes of all people in the world, and under the UN Charter we are trying to promote social progress, to provide better living conditions, and ensure great freedom for all people of the world”- said the President of the Trade and Development Board of UNCTAD Triyono Wibowo. 

The panel session “Economic policy in conditions of the modernization of economy”. “Negotiations on Kazakhstan’s entry in the WTO were successful. I see that Kazakhstan takes a great commitment and has a strong willing for joining this organization. But at the same time, Kazakhstan joins the Eurasian Economic Union, and there is no conflict between these two objectives”, - Deputy Director of the World Trade Organization David Shark said. In his turn, the Minister of Economy and Budget Planning of RK Yerbolat Dossaev added that Kazakhstan’s accession into the WTO is expected at the end of this year.

International conference “TransEurasia-2014”: Minister of Transport and Communications of the RoK Jenis Kasymbek dwelt on the issue of development of transport system in Kazakhstan. Among key issues discussed at the session there were a review and analysis of geopolitical trends in the Eurasian space, in particular, prospects of development of national transport networks and their harmonic integration into the international transport system, and prospects of development of efficient transcontinental corridors. 

The exhibition “Transit Kazakhstan -2014”: The 18th Kazakhstan International Exhibition “Transport and Logistics” – “Transit-Kazakhstan-2014” was held in the exhibition center Korme in Astana. It was attended by 116 companies from Belarus, China, Kazakhstan, Latvia, Lithuania, Estonia, Russia, Ukraine and the USA. National group exhibition stands were presented by Latvia and Estonia. The exhibition and conference were attended by representatives of transport agencies of Eurasian region, international and regional organizations, financial and design institutes, major transport companies, as well as representatives of national companies, associations and other organizations for transport and communication complex of Kazakhstan.

Competitive enterprises in the competitive economy: “More than 77,000 entrepreneurs participated in the “Business Map” state program. Over 3,580 projects have been subsidized.  Guarantees have been issued for 300 projects. New tools are being introduced. About 200 start-up projects gained support. Vice-Minister of the Regional Development of the RoK, Serik Zhumangarin said. 

Competition in the conditions of economy globalization: Participants of the international conference noted that Kazakhstan is on verge of entering into the WTO and at the same time is recognized as a full partner of the OECD. As the Chairman of Agency for Competition Protection of the Republic of Kazakhstan, Galim Orazbakov said: “This year, the OECD experts will review the antimonopoly legislation in order to have it complied with international standards”.
