Oil and Gas Construction Trust  developing oil-gas infrastructure

Oil and Gas Construction Trust within the State Oil Company of Azerbaijan Republic of (SOCAR) is engaged in renovation of oil-gas fields, installation of technological oil-gas-field equipment, construction of main oil-gas-water pipelines, asphalt-concrete covers, hydro technical erections in offshore and onshore, jackets, offshore piers, gas compressor stations, oil reservoirs and social projects. Trust incorporates 14 boards of various profiles and Representative Office in Georgia. As Contractor, Trust provides all kinds of construction services to customers in all regions of Azerbaijan, including in “Guneshli” and “Oil Rocks” fields, on Gum Adasy, Pirallahy, Chilov, Khara-Zira islands and the areas around them, also in Sangachal-Duvanny territory and other different regions.

Trust aims to perform all operations safely, without damaging environment and with high quality according to the international standards. Oil and Gas Construction Trust has been honored a number of international certificates: TSE-ISO-EN 9001, TSE-ISO-EN 14001, TS-OHSAS 18001 and TS EN ISO/IEC 17025. On January 01, 2014 Trust employs 5454 people, 4241 of them are workers, 625 are managers, 544 are specialists and 44 are other employees. Due to final assessments of 01.01.2014, the average monthly salary comprised 1021.00 manats.

Trust has performed construction-installation operations in main contract in the amount of 387,731.2 thousand manats (106.3% growth compared with the indicator of 2012) and by own resources worth 310,025.2 thousand manats (110.8% growth in comparison with the indicator of 2012) in the last year. Out of the total volume of fulfilled main contract, the major repair and capital construction account for operations worth 128,329.9 thousand manats and 259,401.3 thousand manats respectively.

One of the major tasks assigned to Oil and Gas Construction Trust in 2013 was fulfilment of the contract program approved by SOCAR, execution of decisions in accordance with the protocols of technical meetings held in different OGPD and timely commissioning of production facilities.

Thus, all capital construction, repair and reconstruction operations at production facilities of republican importance were timely and fully performed by Trust in accordance with the plans of activities approved by SOCAR. In order to increase oil and gas production on “Guneshli” field possessing the most significant reserves and production rates among fields developed by SOCAR, Trust was also assigned to conduct operations on expansion and modernization of deep-water jackets, drilling of additional wells, modernization of systems for collection and transportation of resources, as well as operations on creation of reliable system for transportation of extracted oil and gas without losses.

The collective of Trust successfully completed the assigned tasks and gained high economic indicators owing to maximum use of human and the technical resources. Oil and Gas Construction Trust completed repair and construction operations, as well as timely commissioned tens of oil-gas production facilities in 2013. As an example, the following operations performed: according to the orders of “Azneft” PU, “Construction of collection-transportation system and renovation of sites within OGPS #1, 2, 3 and 5 of “Bibiheybat” OGPD”, “Construction of the site #418A on “Oil Rocks” field”, “Major repair of sites #501A and #2164 on Oil Rocks field”, “Construction of SWP #2151 for drilling 12 production wells on “Oil Rocks” field”, “Consolidation of 4 wells drilled by FDR from SWJ #1887 on “Oil Rocks” field”, “Reconstruction of the platform #2585 on “Oil Rocks” field due to the installation of new drilling equipment (ZJ-50D)”, “Construction of two commodity tanks with the capacity of 1000 cubic meters at oil complex preparation and transportation system”, “Construction of subsea oil pipelines between Oil Storage Station (OSS)3 – Oil Storage Station1, OSS 1 – Dashgil OSS”, “Construction of subwater gaslift lines on “Sangachal-deniz-Khara-Zira” island field”, “Construction of subsea oil-gas pipeline 300mm in diameter between the offpier site #272 and OSS1”, “Construction of a 6 inch subsea fluid pipeline between SWJ #63 and #7/15/41 on Alat-Deniz field operated by OGPD named after N.Narimanov”, “Construction of a 6 inch subsea fluid pipeline between the offpier site #187 – offpier site #116 and the offpier site #187 – offpier site #197 at OGPD named after N.Narimanov”, “Reconstruction of the DWJ #10, 11 and 13 on “Guneshli” field for drilling of two additional wells”,  “Reconstruction of DWJ #6 on “Guneshli” field for drilling an additional well”, “Construction of 12 inch high pressure gas pipeline between DWJ #3 and DWJ #10 on “Guneshli” field”, “Major complex repair DWJ #2 on “Guneshli” field”, “Construction of the SWJ #740 on “Darvin Bankasi” field for drilling of 8 production wells”, “Aboveground facilities for drilling of 14 directional wells on the site #1140 operated by Absheronneft OGPD”, “Construction of gas pipeline between compressor stations #4 and #5 of “Absheronneft” OGPD”, “Major repair of sections between the sites #203 and #562 of the North pier”, “Enlargement of the offpier site #60 which is a part of the North pier operated by “Absheronneft” OGPD”, “Major repair of the replacement air line connecting compressor stations #4 and #9 with the compressor station #17 at Buzovna-Mashtagha field operated by “H.Z.Taghiyev” OGPD” and “Reconstruction of Garadagh GCS #2 operated by the Gas Storage Exploitation Department (I complex)”, according to the order of Azerigas PU, “Major repair of unserviceable sections between 81-82 and 83 km of the main Gazimammad-Gazakh gas pipeline 1200mm in diameter (line I)”, according to the order of Caspian See Oil Fleet, “Reconstruction and Enlargement of the mooring bridge on Boyuk Zira Island”, according to the order of “Azerikimya” PU, “Construction of a new Cooling Tower of the Ethylene-Polyethylene Plant” and according to the order of Gas Export Department, “Construction of the system for loss-free collection and delivery of associated low pressure gas extracted at Garabaghly site in accordance with the order of “Salyan Oil” Operating Company”.

Recall that on June 10, 2013 President of SOCAR Rovnag Abdullayev and representatives of the management of the State Oil Company visited to the Oil Rocks to take part in commissioning of a number of production facilities of the republican importance. A number of them was built and commissioned by Trust including “Construction of “Oil Rocks” Petroleum Geophysics Expedition Base” and “Construction of site, subsidiary building and erections for a new GTPP at “Oil Rocks””.

Apart from this, the following projects also were completed in 2013: “Construction of specialized covered pool of Training Centre for Human Life Protection on offshore of Caspian Sea Oil Fleet ”, “Construction of a 2 storied education building of Training Center for Human Life Protection on offshore of Training, Education and Certification Department of SOCAR”, “Construction of welding workshop of Gobustan Training Centre of Training, Education and Certification Department”, “Construction of asphalt-concrete production plant in the territory of Garadagh district” and “Construction of new administrative building of the CIB #8 of Oil and Gas Construction Trust”.

In general, Oil and Gas Construction Trust constructed in different diameter oil-gas pipelines of 312.6 km including 53.76 km on piers and jackets, 45.6 km of subsea lines, 89.5 km of onshore lines and etc. 365 km of onshore, 5.8 km of submarine cables lines and 29.8 km Air Transmission Lines were constructed. Along with that, 35610 tons of steel structures were assembled, defectoscopy of 50,000 welding joints were conducted, production of reinforced concrete and commercial concrete totaled 20,443 tons, construction-repair operations were performed on piers to the length of 4597 p/m and sections with the site of 24,937 m2, 535,042 m2 of asphalt cover was laid.

Trust also carries out timely and quality implementation of its commitments assumed as a part of targeted cooperation with different foreign and local companies. In 2011, Oil and Gas Construction Trust had taken part in international tender on Construction of Baku Shipyard Project and announced as successful bidder. So that, the contract between Oil and Gas Construction Trust (Main contractor) and Baku Shipyard LLC (Employee) was signed on October 19, 2011. Baku Shipyard, the unique project in the South Caucasian region, is the largest shipbuilding facility among the Caspian region countries. The main objective of this project is to manufacture all necessary types of vessels for the Caspian Sea. The total area of the Baku Shipyard which is of particular significance for the maritime fleet of the country totals 60 ha. Total indoor production area occupies 75,000 m2. The total length of mooring bridges is 1,630 m. The annual capacity of steel production makes 25,000 tons. The opening ceremony of Baku Shipyard took place on September 20, 2013 with the participation of President of the Republic of Azerbaijan Ilham Aliyev and Senior Minister of State of the Ministry of Trade and Industry of Singapore Lee Yi Shyan.

In 2013, such companies as McDermott, Saipem, İlk İnşaat Taahhüt Sanayi ve Ticaret Limited, Heavy Crane FZE, Nobel Oil, Caspian Pipe Coatings LLC, Georgian Oil and Gas Corporation SC, Georgian Fund “Challenges of Millenium” and some other international companies closely cooperated with Trust. Oil and Gas Construction Trust continues expanding business beyond the territory of our country. The representative office of Trust has been operating in Georgia since 2006. This office implements construction of oil and gas pipelines and other hydraulic erections in Georgia and performs infrastructure projects. In 2013, the representative office of Trust in Georgia successfully completed the following projects: by the order of Georgian Oil and Gas Corporation SC “Construction of 29 km section of Gas Pipeline Abasha-Senaki”, by the order of SOCAR Georgia Gas LLC “Gasification of Talavani (Fakhrali) village of Bolnisi district” Project and “Construction of medium-pressure gas lines in Keshalo village of Marneuli district” Project.

The management of SOCAR takes special attention on utilization of new technologies in oil-gas industry under regular control. In this regard, key employees and engineers of Oil and Gas Construction Trust were sent on a business trip to a number of the European countries where they attended different conferences, fairs and trainings. Since the end of 2012, Trust has applied electric welding through automatic and semi-automatic machines for the first time in oil-gas industry of Republic. Utilization of new technologies in welding operations provides qualitative welding during construction of oil-gas pipelines, the growth of melting coefficient of welding materials, the quality and stability of mechanical properties of welded joints as well as the reduction of the physical strength of the welder (operator). Today Trust is successfully applying electric welding through automatic and semi-automatic machines in its all projects. The usage of this type of welding is growing due to the implementation of projects.

Finally, it must be mentioned that based on the contract program approved by SOCAR, Trust plans to perform construction-installation operations in general contract worth 443,113.6 thousand manats and by own resources worth 339,298.6 thousand manats in 2014. Trust aims to perform above mentioned operations safely, without damaging environment and with high quality according to the international standards.
