BAKTELEKOM: achievements and prospects

Caspian Energy (CE): Mr. Huseynov, what would you say about achievements of the operation of Baku Telephone Communication Produc­tion Association? 

Beytulla Huseynov, General Direc­tor, Baku Telephone Communication Production Association (BTCPA): Just like in previous years, in 2013 Baku Telephone Communication Production Association (BTCPA/Baktelekom) is successfully continuing its business activities, including rolling out technologies as well as offering new and high-quality telecommunication services. In this connection our special focus is on timely execution of state programs in this sector, expansion and improvement of telecommunication networks in Baku and surrounding settlements, including construction and commissioning of new modern communication facilities to provide people with  up-to-date telecommunication services of high quality. 

The following operations have been performed within the frames of the State Programme of Social and Economic Development of Baku and Surrounding Settlements for 2011-2013: enlargement  of the capacity of broadband Internet services at ATE-561/562/563/, ATE-568/569/513, ATE-411, ATE-456, ATE-454, ATE-453 and ATE-412, commissioning of 5 ONU (Optical Network Units) with the capacity of 8,128 numbers with the purpose of creation of an optical cable network on ATE371/372/373, reconstruction of ATE-579 with the capacity of 4192 numbers in Mehmandarov Street in Ahmadli settlement by introducing the NGN technology (Next Generation Networks), commissioning of seven ONU with the capacity of 9,672 numbers for establishing a linear ATE-566/567/514 network with the use of a fiber-optical cable and one ONU with the capacity of 496 numbers for establishing a linear ATE-564/565 network with the use of a fiber-optical cable, reconstruction of the ATE Bina (Dairy state farm) and its replacement by NGN-like ATE with the capacity of 1,888 numbers, the commissioning of the station like ONU with the capacity of 896 numbers in Dubandi, construction of a new ATE building in Gurgan settlement and reconstruction of its linear network with the capacity of 512 numbers involving NGN technology, laying of a fiber-optical cable towards Zira, Gurgan and Pirallakhi and also reconstruction of the ATE with introduction of new technologies in residential buildings of Savalan, Shusha’s refugees, Ramany village, Ramany state farm, Kurdakhany, Hovsan,  Zykh settlement and the Duzlu Gol residential area.

To fulfill the objectives set for BTCPA by the State Programme of Social and Economic Development of Regions of the Republic of Azerbaijan for 2009-2013, Baktelekom increased the speed of connection of the Bakinternet platform to the global network, reconstructed and put into commissioning ATE in Mekhmandarov Street and in directions of Savalan, Kurdakhany, Bilgah, Hovsan dairy state farm (ATE-I), Duzlu Gol, the Zykh settlement, Ramany, Ramany state farm and Shusha’s refugees.

According to the State Programme on Development of Communication and Information Technologies in the Republic of Azerbaijan for 2010-2012 (Electronic Azerbaijan) approved by the Executive Order of the President of Azerbaijan dated August 11, 2010, BTCPA has completely shifted the transmission network to digital system. BTCPA expanded the possibilities of rendering new generation telecommunication technologies-based up-to-date services on ATE like high-capacity TDM, which were connected to the transmission IP platforms. We reconstructed the transmission network optimally, liquidated the terminating communication node principles and provided alternative transition of the network to the IP platform.

CE: What attention is paid to offering Internet services? 

Beytulla Huseynov: The platform of Bakinternet ISP, currently operating as a part of Baku Telephone Communication Production, has been reconstructed on the basis of most advanced technologies from global IT technologies manufacturers. It came on stream as a powerful provider platform and was connected to the global Internet network with a larger traffic volume.

Possessing considerable experience, Bakinternet ISP continues expanding technical capabilities as well as the speed of channels connection to the global network in connection with the growing number of users and provides broadband Internet services to users through the optic-transmission network, which in turn provides the high speed and quality.

With the purpose to account the traffic calculations with subscribers and ensuring automation of management on the Bakinternet platform, the modern billing system has been introduced.

The one-window principle-based service - 155 is operating to provide prompt finding of solutions to different problems in the process of rendering services. More detailed information is available on the official websites www.btrib.net and www.bakinter.net. 

Despite all this, necessary measures are regularly undertaken to cover the growing needs of Bakinternet platform users, ensure safety and raise the capacities.

As of late January 2013 the total number of broadband Internet users connected through BTCPA’s network and other providers operating within the network of BTCPA exceeded 210,000.

CE: Which advanced technologies does BTCPA introduce?

Beytulla Huseynov: As the result of introduction of new technologies within the network of BTCPA, the quantity of users of IP-TV, Video Telephone, IAD, CDMA as well as those who are connected to advanced telecommunication services by means of the optic cable is growing day by day. 

Nowadays, the population may pay for communication services through the Paypoint system as well as through internet by using Golden pay system. Within Baku city BTCPA ensured connection of 129 postal departments to central network to provide financial services. 

Considering Azerbaijan President’s decree (dated 23.05.2011) #429 “On some measures in the sphere of provision of e-services by state agencies”, BTCPA has fully completed technical preparation to complete the following operations: telephone installation, change of telephone number, registration of telephone under user’s name. 

Phone communication service based on NGN (next generation network) ATE and all necessary standards is one of the main telecommunication services offered by BTCPA. 

CE: What other services are you ready to provide to subscribers? 

Beytulla Huseynov: The modern range of phone service includes over 50 multimedia services. It enables subscribers to apply different services through using the same phone line. 

Among services that are broadly used by subscribers we can especially note fixing of incoming call number, notification about incoming call when the line is busy, conference call involving 3 and 64 people, restriction of outgoing calls, shortened dialing, hot line, redirection toward a certain service, redirection when subscriber’s phone line is busy, redirection after 5 dial-up tones and other services. 

IP TV, videotelephone, IP-Consol and IAD also relate to multimedia services. 

Modern telecommunication technologies provide users numerous additional telecommunication and corresponding services through the common phone line. IP-TV, which supplies users with materials of television and video-channels by means of the internet protocol, is one of such services. 

IP-TV service provided by BTCPA (Baku Telephone Communication Production Association) in MPEG-4 format is a digital format of audio and video compression meeting international standards. It enables to provide users with other numerous services as well. 

As is known, 2013 has been announced a Year of information-communication technologies in accordance with Azerbaijan President’s order dated January 16, 2013. In this regard, the personnel of Baktelekom has been assigned tasks on implemntation of numerous and important activities. 

Large-scale operations and appropriate activities are planned to be carried out in order to enlarge internet providing platform of Bakinternet, ensure online connection of up to 200,000 users through the platform, increase internet speed connection in accordance with the current demand, increase Bakinternet IP transmission network’s speed up to 100 Gbit/s due to the growth of services, provide conditions for traffic growth, and provide high speed internet connection (100 Mbit/s) to each user of Baktelecom. It envisages replacement of distribution boxes located over 3km away from ATE (automatic telephone exchange) with Smart AX-FOIS 300 equipment or other advanced optic network equipment, broad introduction of FTTx (FTTH, FTTB, FTTC, FTTCab) technologies, broad provision of intellectual services, including introduction of e-services based on NGN-technology, reconstruction of ATE-492-497 on basis of advanced technologies, reconstruction of obsolete and medium size ATEs and make them more advanced, increase the number of high speed internet users in Baku up to 70% per 100 people, perform  large-scale work for reconstruction of information service of Baktelekom on basis of modern technologies. 

Baktelekom specialists, who constantly study advanced countries’ experience in the sphere of telecommunications for solution of last mile problem, intend to implement a number of activities within the framework of the joint project (optic cable to every house) of the Ministry of Communication and Information Technologies and State Oil Fund. Such solution of the last mile problem (IPTIME – infrastructure of IP transport for using Multi-play services) envisages introduction of different network technologies such as FTTH (fiber to the home), FTTB (fiber to the building) and FTTC (fiber to the curb) in Baktelekom system. As the result, based on one SIP fiber and Н.248  protocol a user will be provided with high quality voice services, high speed internet (Ethernet 10/100 and 10/100/1000), digital television services through IP including IPTV, VOD, RF overlay video services.
